Întrebarea „a fost sau nu coincidenţă” prezenţa celor doi înalți oficiali ai comunităţii de informații ruse şi americane, la București, în doua zile consecutive, a trecut în subsidiar aproape rolul important şi recunoașterea pe care România le merită, tocmai din perspectiva acestor vizite. Am demonstrat încă o dată că preocuparea noastră la nivelul dezbaterii publice este una superficială şi nu de profunzime.

A fost şi n-a fost coincidenţă! Fără a şti în totalitate adevărul, pot pretinde că mă apropii de el.
Despre consecutivitatea celor două vizite au știut inițial patru oameni. Faptul că agendele celor doi oaspeți s-au putut sincroniza când le-au propus oficialii de la București a fost inițial o surpriză, iar ulterior a fost folosită drept o mare oportunitate strategică pentru imaginea României. Aici este meritul a trei dintre actori, în beneficiul primar al celui de-al patrulea, dar, în perspectiva unei big picture, în beneficiul ţării despre care s-a vorbit timp de două zile, cel puţin, ca despre un teren pe care se pot întâlni beligeranții unui război underground, dar şi ca despre un stat important pe harta geopolitică în regiune, pentru ambele părţi şi pentru aliații acestora de-o parte şi de cealaltă.
Sincronizarea celor două vizite a fost şi o favoare acceptată de cei doi oaspeți, făcută de Nikolai Patruşev unui fost ministru de externe român şi de John Brennan, directorului SRI, George Maior. În ambele cazuri vorbim despre relații de amiciție care sunt folosite evident şi în sens invers. Însă pragmatismul este acceptat şi chiar promovat la nivelul policy makers evoluați.
În cazul vizitei ruse, semnalul „dezghețului” este extrem de important şi Moscova vizează nu doar interese economice în ţara noastră, unde sunt deja investiții de anvergură, şi se mai pregătesc şi altele, inclusiv în sistemul bancar, ci şi o relație geopolitică în epoca post Băsescu.
De partea cealaltă, pentru comunitatea de informații română, prezenţa directorului CIA la București nu mai constituie nicio surpriză şi aproape niciun eveniment extraordinar, cât timp vizitele la acest nivel înalt au devenit o obișnuință de când George Maior a preluat mandatul conducerii SRI.
Deși acasă are încă probleme de imagine şi încredere, la nivel global, Serviciul s-a impus ca partener egal în faţa altor organizații omoloage, asta datorită capacitații diplomatice de leadership a Ambasadorului, dar şi excepționalei valori umane intelectuale a ofițerilor români. Decalajele dotărilor tehnologice şi a resurselor financiare au fost compensate prin performanţe intelectuale de analiză, sinteză şi procesare a informațiilor, ducând până la complimentul profesional de a însărcina SRI cu procesul de evaluare al ofițerilor aparținând serviciului de informații britanic, MI6.
Celor care cred că SRI este un serviciu mic comparativ cu altele, le reamintesc că în timp ce CIA are circa 25.000 de angajați, iar FSBul aproximativ15.000 (potrivit unor surse neoficiale), Institutul pentru Informații şi Operațiuni Speciale numără 35 de katsa, ceea ce nu a împiedicat această organizație să repurteze succese răsunătoare eclipsându-le adesea pe primele.
La nivelul organizației române, leadershipul a reușit schimbarea paradigmei trecând de la focusul pe colectarea informațiilor la cel pe procesarea acestora pentru furnizarea unui produs cat mai complex decidentului in dinamica informațională adesea copleșitoare.
Într-o lume a rețelelor globale şi a atâtor surse deschise, capacitatea de analiză va fi uneori mai importantă decât numărul şi dotările „operativilor”.
Din păcate, trăim încă paradoxul complexului național în faţa marilor Puteri pe care, chiar dacă la nivelul unor organizații l-am surmontat, la nivel colectiv ne domină încă şi am putut constata acest fapt inclusiv din „mirarea” cu care o mare parte a presei – care se presupune ca are acces mai facil la cultura de securitate internațională – a tratat cele două vizite.
Am convingerea însă că echipa Traian Băsescu, Victor Ponta, George Maior va şti să folosească nu doar la nivel imagologic acest moment, ci şi pragmatic în termeni de real politik, poziționându-se la același nivel cu omologii lor.
About our national complex
The question „was it or not a coincidence that the two high officials of the Russian and American Intelligence Community”, who arrived in Bucharest, two days in a row, undermined the vital role and merits Romania deserves, in perspective of these visits. We have shown once again that our concern for the public opinion is a shallow one.
It was and yet it wasn’t a coincidence!
Without knowing the whole truth, I can at least pretend I’m getting close enough.
Initially, only four people knew about the consecutiveness of these two visits. The fact that the two guests’ agendas could be synchronized came as a surprise for the Romanian officials, and later it was used as a strategic opportunity for Romania’s image. This is the merit of three actors working in the benefit of the fourth, but when looking at the big picture, it was in the benefit of the country which was talked about for two days as a new land where the actors of an underground war can meet, as well as an important state on the regional map, for both sides and their allies.
The synchronization of the visits was a favour agreed by both guests, one made by Nikolai Patrusev to a former Romanian Foreign Affairs minister and the other by John Brennan, to the RIS director, George Maior. In both cases we are talking about friendship relations being taken advantage of. But the pragmatism of it is accepted and promoted by well-known policy- makers.
In the case of the Russian visit, this sign of “thaw” is extremely important and it goes to show that Moscow is not only economically interested in our country, where there are large scale investments, including the banking system, but also in a geopolitical relation in the post- Basescu period.
On the other hand, for the Romanian Intelligence Community, the presence of the CIA director in Bucharest is of no surprise and not nearly an out of the ordinary event, as long as the high-rank visits have become a custom ever since George Maior assumed the position in charge of RIS.
Even though at home, it still has image and trust issues, globally speaking the Service has achieved the status of an equal partner to the other similar organizations and all because of the Ambassador’s diplomatic and leadership capabilities and due to the exceptional intellect of the Romanian officers. The technological and financial disadvantages were overcome by the intellectual performances of analysis, synthesis and information processing, leading to the professional compliment of entrusting RIS with the evaluation process of MI6 officers, belonging to the British Intelligence Services.
For those who believe RIS is quite a small Service in comparison to others, may I remind you that while CIA has about 25.000 employees and FSB approximately 15.000 (according to unofficial records), The Information and Special Operations Institute counts 35 katsa, which hasn’t prevented this organization from achieving outstanding successes, often overshadowing the others.
When concerning the Romanian organization, leadership has managed to shift the paradigm from collecting data to that of processing it, in order to deliver a more complex final product to the decision-maker in the often overwhelming informational dynamics. In a world of global networks and with all available resources, the analysis capabilities will sometimes outrun the “operative’s” number and facilities.
Unfortunately, we are still living under the “Great Powers” national complex paradox which, even though we have overcome it at some organization’s level, collectively we are still dominated by it and it’s shown in the “amaze” with which the media has treated the two visits- taking into consideration the fact that it presumably has easy access to the international security facts.
I have the conviction that the Traian Basescu-team, Victor Ponta, George Maior will know how to use this event not only at the image level, but also pragmatically, in terms of real politik, positioning themselves at the same level with their counterparts.
